Notice of Request for Bid - Mowing, Baling, and Removal of Hay The City of Dubuque is accepting sealed bids for the mowing, baling, and removal of hay from land owned by the City of Dubuque for the 2026 harvest season. Notice is hereby given that sealed bids will be received electronically before October 21, 2026, at 10:00 am (Central Time), as requested by the Parks Department. The City will accept bids only through the City’s online e-procurement portal, Ion Wave. Email, fax, or hard copy submittals will not be accepted. Each Bidder is solely responsible for uploading their bid into Ion Wave. The City bears no responsibility for any delay, failure, or error in connection with the Bidder’s submissions. Bids will be opened on October 21, 2026 at 10:00 am (Central Time). Bids will be evaluated promptly after opening. After the award is made, a bid summary will be available on Ion Wave. Bid results will not be given over the telephone or prior to the award. Bids may be withdrawn any time prior to the scheduled closing time for receipt of bids. No bid may be modified or withdrawn for a period of sixty (60) calendar days from the closing time for receipt of bids. Property Location includes: Dubuque Technology Park *This is for a one (1) time cutting. The number of crops is limited to one (1), and mowing height shall be set so remaining cut stubble height is at least four (4) inches. All baled hay shall be removed from the property within 5 days of being baled, weather permitting. The City of Dubuque makes no guarantee as to the quality and quantity of the hay, to the presence of any foreign materials, or to the contaminants that may be contained in the hay and assumes no responsibility for the hay harvested from the properties.
