Warren County Public Schools (âWCPSâ or âSchool Boardâ) is soliciting proposals from qualified professionalengineering firms to provide forensic structural engineering services for E. Wilson Morrison Elementary School,40 Crescent Street, Front Royal, Virginia.The purpose of this procurement is to obtain an independent, professional evaluation of observed structuraldistress, including apparent out-of-plumb exterior walls and apparent displacement of portions of second-floorwalls.The selected firm shall investigate the building, determine the probable causes and significance of the observedconditions, evaluate structural implications, and provide recommendations and conceptual repair or stabilizationoptions.This procurement is for professional engineering services and shall be conducted through competitivenegotiation in accordance with the Virginia Public Procurement Act (âVPPAâ), applicable Virginia law, andWCPS procurement requirements. Virginia law identifies professional engineering as a professional serviceand requires professional services to be procured through competitive negotiation.
