The purpose of this Request for Qualifications (RFQ) is to solicit Statements of Qualifications from qualified multidisciplinary consulting teams to complete the Base Phase (Pre-NEPA) of the City of Palmdale’s SS4A 20th Street East Corridor Improvement Project, City Project No. 930. Services will include project management; community and stakeholder engagement; a focused school access, circulation, pickup and drop-off study; existing-conditions and safety analysis; development and evaluation of improvement alternatives; the Avenue R-8/20th Street East intersection feasibility study; concept-level preliminary engineering; environmental scoping and technical studies; and preparation of a Project Report. The work must remain within the limits of preliminary design permissible before completion of NEPA, consistent with FHWA Order 6640.1A. Final design, right-of-way acquisition, utility relocation, construction documents, construction, and construction support are not included in this procurement unless separately authorized after environmental clearance and future FHWA obligation. Selection will be qualifications-based in accordance with applicable federal, State, and City requirements, including City of Palmdale Ordinance 1398. See RFQ for complete details. The City of Palmdale received a Fiscal Year 2024 Safe Streets and Roads for All (SS4A) Implementation Grant from the U.S. Department of Transportation for the 20th Street East Corridor Improvement Project. Federal Award No. 693JJ32640402 became effective March 10, 2026. The grant provides $5,382,164 in federal funds for the overall project, with $330,000 currently obligated for the Base Phase (Pre-NEPA). The Base Phase budget period extends through April 30, 2027. The executed grant agreement defines the Base Phase as community outreach, feasibility study, environmental study, and Project Report.
