Award must be made to the vendor submitting the most advantageous offer considering the relative importance of price and other evaluation factors. City reserves the right to request a best and final offer upon completion of negotiations. NO FAXED OR EMAILED BIDS! All documents (forms) herein and attached are required to be completed and returned with response. All questions must be answered within the Ion Wave Question & Answer segment. No emailed, faxed or phone call question related to this bid will be responded to. The deadline for submitting questions on this bid is September 24, 2026 at 5:00 p.m. The is a Best Value bid. Please pay close attention to the weighted criteria listed on the GP&L Control Enclosure Questionnaire & Pricing Grading Sheet found in the bid documents. Provide a complete and organized bid response. The City may award either the new-enclosure option , the reconditioning option or choose to not make an award depending upon which responsive proposal provides the best value based on the published criteria. Suppliers may respond with a bid for the new-enclosure, the reconditioned enclosure or both. A Bid Bond in the amount of 5% is required with your bid response. Failure to provide one with your response will deem your bid non-responsive. A Performance and Payment Bond will be required upon notice of award. Please acknowledge the City of Garland's Terms and Conditions in the "Attributes" section. The required completion or deliver date is: September 1, 2027
