Description

The City of Carlsbad Police Department is requesting proposals from qualified and experienced firms to provide a comprehensive Automated License Plate Reader (ALPR) system and related services to support public safety operations, criminal investigations, situational awareness, and regional law enforcement collaboration. The City seeks a modern, scalable, and secure ALPR solution that may include: • Fixed ALPR camera systems • Mobile and rapid-deployment ALPR systems • Cloud-based or hybrid data management platforms • Real-time alerting and investigative search capabilities • Regional data-sharing functionality • CJIS-aligned cybersecurity protections • System configuration, training, maintenance, and support services The selected proposer shall provide professional services, technology solutions, software licensing, cloud-based or hybrid platform services, configuration support, training, maintenance, and ongoing operational support necessary to meet the City's operational and investigative objectives. The intent of this Request for Proposal (RFP) is to establish an agreement with one or more qualified Vendor(s) to provide an enterprise-level public safety technology platform that supports the City’s law enforcement operations while ensuring privacy, transparency, responsible data governance, cybersecurity, and compliance with applicable federal, state, and local laws. The City of Carlsbad Police Department provides comprehensive law enforcement services to a coastal community of approximately 115,000 residents in northern San Diego County. The Police Department continues to evaluate and implement technologies that improve public safety, support criminal investigations, strengthen regional coordination, and enhance operational effectiveness.
