Description
The City of Ontario Fire Department is soliciting proposals from qualified firms to provide professional consulting services in support of accreditation through the Commission on Fire Accreditation International (CFAI), operating under the Center for Public Safety Excellence (CPSE). The engagement is structured as a phased, multi-year effort: Year 1 will produce a Community Risk Assessment, Standards of Cover study, and a supporting data governance and predictive analytics foundation, developed concurrently with a five-year Strategic Plan; Year 2 will finalize the Strategic Plan and support the Department's application for Applicant Agency status; Year 3 will focus on development of the Self-Assessment Manual across all applicable CFAI categories, alongside ISO optimization and accreditation-readiness support; and Year 4 will encompass mock site visit preparation, Candidate status support, and coordination through the CFAI peer review and Commission hearing process. Throughout all four phases, the selected consultant will implement a knowledge transfer and sustainability framework — including staff training, documented maintenance procedures, and development of an internal Accreditation Manager — so that the Department can independently maintain its accreditation-supporting documents and meet ongoing annual reporting requirements without continued reliance on outside consulting support. The Department anticipates a multi-year award structured around scoped, deliverable-based phases.
