THIS IS A SYNOPSIS/PRE-SOLICITATION NOTICE ONLY. This notice is not a request for offers or proposals. This notice does not represent a commitment by the Government to issue a solicitation or award a contract. The U.S. General Services Administration (GSA), Public Buildings Service, Acquisition Project Delivery � Capital Construction Division, intends to solicit for a highly qualified Contractor who can provide Construction Services to perform a Seismic Retrofit at the Clemente Ruiz Nazario U.S. Courthouse (Nazario Courthouse) located at 150 Carlos Chardon Avenue in San Juan, Puerto Rico. The Nazario Courthouse will remain fully operational throughout the duration of the Seismic Retrofit. To ensure minimal disruption to Government operations, the work will predominantly be executed after business hours. The selected General Contractor will be required to ensure full compliance with the Government�s requirements for access and security. Additionally, the General Contractor will be required to complete this project in accordance with the construction drawings and specifications that will be issued for this project. Contract Type: The contract type for this procurement will be Firm-Fixed price. The line item schedule will include a lump sum item for the Base and Options. Price: The total magnitude of this project at award is between $40,000,000 and $50,000,000. Selection and Schedule: The General Contractor will be selected through a procurement method developed in accordance with Federal Acquisition Regulations (FAR) Part 15 Contracting by Negotiation (Class Deviation RFO-2025-15) and FAR 36 Construction and Architect-Engineer Contracts (GSA Class Deviation RFO-2025-36). The intended project delivery method is a Phased Acquisition procurement using a Two-Phase Evaluation process.
