The purpose of this Request for Proposal is to solicit sealed proposals to secure the services of a qualified consultant to assist in development an overall vision and design guidelines for the Mechanicsville Village Economic Development Zone (EDZ) to accommodate existing and targeted businesses, while creating high-quality places with a cohesive and human-scale appearance through the improvement, redevelopment, and revitalization of existing sites and corridors.
