The PSC is seeking proposals for an experienced energy efficiency and renewable energy program evaluation contractor to evaluate (1) the core Focus on Energy Programs and measure the performance of the programs against the goals and targets established by the PSC, and (2) the U.S. Department of Energy’s Home Owner Managing Energy Savings (HOMES) Rebate Program, and the High-Efficiency Electric Home Rebate (HEEHR) Program, referred to as the HOMES and HEAR programs in Wisconsin, and collectively the Home Energy Rebate (HER) Programs, delivered by Focus on Energy.
