Description

The City of Warner Robins (“City”) invites qualified vendors to submit proposals for the operation and management of all concession stand locations at various park facilities, recreational events and programs. The objective of this solicitation is to contract with (1) one qualified vendor capable of providing high-quality, affordable food and beverage services to enhance the experience of park patrons and event attendees. Complete bid requirements and contract specifications are provided in Attachment #1 (26-R-4805 Concession Stand Operations RFP). A mandatory Pre-Bid Meeting will be held on September 29, 2026 at 10:00 AM (ET) at the North Houston Sports Complex (900 N. Houston Rd., Warner Robins, GA 31093). To remain eligible for bid award, at least one representative from the respective contractor must be in attendance promptly at the start of the meeting and remain present for the duration of the meeting. Proposals will be accepted via the City’s online procurement system, IonWave, until October 9, 2026 at 4:00 PM (ET).  Proposals submitted via mail, hand delivery, fax, or any alternative method will not be accepted. Offerors are encouraged to submit questions for clarification or additional information relating to RFP specifications or solicitation requirements. All questions must be submitted via IonWave by October 6, 2026 at 4:00 PM (ET). Submission of a proposal shall constitute acknowledgement and acceptance of all terms, conditions, and addenda to this solicitation. The City of Warner Robins reserves the right to reject any and all proposals, to waive informalities and technicalities, and to accept or reject any item or combination of items. The bid, if awarded, will be awarded to (1) one responsible bidder whose bid will be most advantageous to the City of Warner Robins, price, availability, value and other factors considered.
