<p>The City of Carlsbad (City) is requesting proposals from qualified firms to perform a citywide pavement condition assessment and update the pavement management database.</p> <p>Currently, the City is using OpenGov’s pavement management software. The City migrated it’s previous Lucity pavement management software to OpenGov in 2025. OpenGov is integrated with ArcGIS via a nightly sync that associates the Pavement Segment layer managed in an ArcGIS Enterprise GeoDatabase and the Pavement Segment layer used in OpenGov. The Consultant should be experienced with citywide pavement condition surveys, OpenGov, Lucity pavement management software, and ArcGIS software applications.</p>
