What is WOSB and EDWOSB certification?

A Women-Owned Small Business (WOSB) is a small business that is at least 51 percent owned and controlled by one or more women who are U.S. citizens. Control means making day-to-day management decisions, not just holding equity on paper. The SBA administers the WOSB program and certifies eligible businesses through its online certification system.

An Economically Disadvantaged Women-Owned Small Business (EDWOSB) meets the same ownership and control requirements, but the woman owner must also demonstrate economic disadvantage — similar to the 8(a) program’s economic disadvantage standard. EDWOSB firms are eligible for a broader range of set-aside contracts than WOSB-only firms.

WOSB and EDWOSB set-aside contracts are restricted to eligible women-owned firms in industries where women are underrepresented or substantially underrepresented in federal contracting. The SBA maintains the official list of eligible NAICS codes. The federal government’s goal is to award at least 5 percent of all prime contracting dollars to women-owned small businesses — over $30 billion annually, per SBA procurement scorecards.
