It is the intent of these specifications, terms, and conditions for Alameda County Behavioral Health Department (hereafter ACBHD or County) to establish a pool of contractors to provide residential treatment services for youth experiencing substance use disorders (SUD) ages 12–17, including youth with co-occurring mental health conditions and involvement in systems such as child welfare, probation, and education.
