PRESOLICITATION NOTICE FOR INDEFINITE DELIVERY, INDEFINITE QUANTITY, MULTIPLE AWARD TASK ORDER CONTRACT FOR VARIOUS SMALL CONSTRUCTION PROJECTS IN ILLINOIS AND INDIANA

Description

The Chicago District, U.S. Army Corps of Engineers intends to procure an Indefinite Delivery Indefinite Quantity Contract for Various Small Construction Projects in Illinois and Indiana. Each contract will include one ordering period lasting two (2) years. The maximum dollar aggregate value for all contracts, combined, will not exceed $25,000,000.00. Construction elements include but are not limited to: Potable water supply and storage, Stormwater detention, Treatment and distribution systems, Sanitary, storm, and water pipeline installation and lining, Drainage structures, Pump and lift stations, Wastewater treatment and water treatment system upgrades (rehabilitation), Supervisory control and data acquisition (SCADA), and Site restoration including pavements, curb and gutter, sidewalks, seeding and sodding. Work will be issued by negotiated firm-fixed price task orders. The contractor shall furnish all supervision, labor, supplies, and materials necessary to perform work associated with task orders. The contract(s) will be awarded to the offeror(s) whose proposal conforms to the solicitation and is within a technical/price competitive range as determined by the Contracting Officer and has been evaluated as most advantageous to the Government, all factors considered. All responsive proposals will be evaluated utilizing the following factors: Technical Approach, Past Performance, and Price. This procurement is 100% set-aside for small business concerns. NAICS code for this procurement is 237110, which has a size standard of $45.0 million. Per FAR 52.219-14, the small business concern will be required to perform at least 15 percent of the cost of the contract, not including the cost of materials, with its own employees.
