Description

The Federal Emergency Management Agency (FEMA), Region 6, is issuing Request for Proposal (RFP) No. 70FBR626R00000016 for the FEMA Region 6 Federal Regional Center (FRC) Ground Level HVAC and Roof Replacement project located at 800 N. Loop 288, Denton, Texas 76209. This requirement is for a firm-fixed-price construction/repair and alteration project. The scope includes removal and replacement of approximately 3,000 square feet of roof membrane and insulation, installation of new roofing materials and drains, removal and replacement of rooftop HVAC units, HVAC ductwork and electrical connections, integration with the existing Metasys system, testing and balancing, disposal of old materials, cleanup, and required closeout documentation. The work shall be performed in accordance with the solicitation, Statement of Objectives, Davis-Bacon wage determination, and all applicable attachments. NAICS Classification: This solicitation includes references to two NAICS codes. The SF 1449, Block 9 identifies NAICS 236220, Commercial and Institutional Building Construction, with a size standard of $45 million. Section K, FAR 52.219-1 identifies NAICS 238220, Plumbing, Heating, and Air-Conditioning Contractors, with a size standard of $19 million. Both NAICS codes are applicable to the scope of work because the requirement includes commercial facility renovation work, roof membrane and insulation replacement, and HVAC system replacement and related mechanical, electrical, and construction activities. Offerors shall review the solicitation in its entirety and ensure their representations and certifications are current in the System for Award Management. The Government will evaluate offers in accordance with the solicitation�s stated evaluation factors and applicable FAR requirements. This opportunity is a 100% WOSB set-aside. Offerors shall review the solicitation package carefully and submit proposals in accordance with Section L, Instructions, Conditions, and Notices to Bidders.
