Description

The United States Army Contracting Command � Redstone Arsenal (ACC-RSA), on behalf of the United States Aviation and Missile Lifecycle Management Command (AMCOM) Logistics Center (ALC) submits the following Pre-Solicitation Notice for Contractor Field Service Representative (CFSR) Support for the United States Government (USG). The proposed contract action will be a new five (5) year indefinite delivery/indefinite quantity (IDIQ) contract with a combination of Firm Fixed Price (FFP), Cost Plus Fixed Fee (CPFF), and Cost No Fee (CNF) for the Apache Sensors CFSR effort. This effort will be awarded to the Original Equipment Manufacturer (OEM), Lockheed Martin Missile and Fire Control (Lockheed Martin), 5600 Sand Lake Road, Orlando, FL 32819-8907, Commercial and Government Entity (CAGE) Code 04939 for CFSR support for the AH-64 Apache Sensors portfolio. The Apache Sensors portfolio is an advanced electro-optical fire control system used by AH-64D/E Apache helicopter pilots for long-range precision engagement and pilotage capabilities in day, night and adverse-weather missions. The CFSR will be located at Redstone Arsenal, Alabama supporting various U.S. Army units located both within the Continental United States (CONUS) and Outside the Continental United States (OCONUS). The support shall consist of training of Army military and Department Army (DA) civilian personnel, technical assistance, and guidance with troubleshooting and repair of Sensors portfolio installed on AH-64D/E aircraft. The United States Government (USG) does not own the Technical Data Package (TDP) for the Apache Sensors portfolio, nor can the technical data be acquired, developed, or otherwise obtained. Lockheed Martin, as the designer, developer, and OEM for the Apache Sensors portfolio, is the only known source to have access to the necessary proprietary data needed to provide the appropriate technical expertise for the CFSR support services effort.
