*** THIS IS NOT A BID *** The description of services intended for purchase from a sole source is posted in accordance with section 3.9, Procurement Ordinance 25-11, and will be posted for a minimum of 15 business days. Commodity or Service Required: Purchase of OEM Parts and Service for Off-Road Caterpillar Equipment Description: Lee County Solid Waste and Fleet Management seek to execute a sole-source procurement for the purchase of original equipment manufacturer parts and service for off-road Caterpillar equipment and engines by Kelly Tractor Co. These OEM equipment and engine parts and services are used to maintain the County’s fleet of off-road equipment manufactured by Caterpillar. We also have several pieces of off-road equipment produced by various manufacturers that are powered by Caterpillar engines. These units require OEM (Original Equipment Manufacturer) parts and lubricants to complete repairs. Certain parts are not available from any after-market parts source. Kelly Tractor Inc is the only authorized dealer in Lee County that can supply these items. Intended Sole Source: Kelly Tractor Co. Justification for Sole Source Acquisition: Kelly Tractor Co. is the sole authorized dealer for the South Florida area and the only qualified vendor possessing the unique and singular available capacity to meet the requirements of the department. Caterpillar restricts the distribution of genuine OEM parts and proprietary service information exclusively to its authorized dealers, ensuring that all components meet stringent quality standards, maintain warranty validity, and guarantee compatibility with the equipment's design specifications. Non-authorized suppliers often lack access to these proprietary resources, including specialized diagnostic software, factory training for technicians, and direct technical support from Caterpillar, which could result in substandard repairs, increased safety risks, higher long-term maintenance costs, and potential vo
