Description

This is a combined synopsis/solicitation for commercial services prepared in accordance with the commercial procedures of the Revolutionary FAR Overhaul (RFO) Part 12. This announcement constitutes the only solicitation; quotes are being requested, and a written solicitation document will not be issued. This solicitation is issued as an RFQ, 36C24C26Q0032. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2026-01. This acquisition is a total set aside for Service-Disabled Veteran Owned Small Businesses (SDVOSBs). This solicitation incorporates provisions and clauses by reference. The Department of Veterans Affairs, Regional Procurement Office-Central, 1639 Medical Center Parkway, Suite 204, Murfreesboro, TN 371291 is seeking an existing, commercial, off-the-shelf, web-based electronic collection of various eJournals as outlined in the below statement of work. INSTRUCTIONS TO QUOTERS (A) Volume I � Technical The Offeror shall provide documentation demonstrating that its entity is an authorized reseller or distributor of the journals from the publisher or intellectual property holder. This documentation will be used to determine technical acceptability. Quotes will be rated Acceptable or Unacceptable. (B) Volume II � Price The Offeror shall submit a firm-fixed-price quote for all items described in the Statement of Work (SOW). The Government will evaluate price by adding the total of all line-item prices, including all options and the estimated cost associated with exercising FAR 52.217-8.
