Request for Qualifications (RFQ) for Affordable Housing Development

Description

The Los Angeles County (County) Board of Supervisors (Board) has directed a Land Bank Pilot Program (Pilot) to acquire vacant and underutilized properties throughout Los Angeles County to facilitate affordable housing development, particularly in areas experiencing, or at risk of, gentrification and displacement. Through the Pilot, the County has acquired, and will continue to acquire, parcels of land (Land Bank Sites) with the goal of reaching approximately five (5) total sites, including at least one in each Supervisorial District (SD). To advance this effort, the County's Department of Homeless Services and Housing (HSH) has released this Request for Qualifications (RFQ) seeking Statements of Qualifications (SOQs) from applicants interested in joining a bench of qualified developers with demonstrated experience designing, building, financing, operating, managing, and maintaining affordable housing developments. Developers selected to the bench will be eligible to compete for the opportunity to develop individual Land Bank Sites as they become available, with specific site opportunities released through subsequent, separate solicitation processes. This RFQ does not solicit proposals for any specific site; it establishes the pool from which the County will draw when sites are ready for development. The Initial SOQ Submission Deadline is September 1, 2026 at 11:00 a.m. The RFQ will remain open after the deadline and accept submissions on a rolling basis until the County's needs are met.
