Methuen Public Schools is requesting quotes for a tax-exempt municipal lease-purchase financing agreement (or equivalent instrument) to finance $345,176.49 over a five-year term, subject to annual appropriation in accordance with M.G.L. c. 44, §21C. Respondents must identify the legal structure of their proposed financing instrument and confirm whether it includes a standard non-appropriation/non-substitution clause. The Verkada licensing agreement was independently and competitively procured/awarded under a separate contract, and this RFQ solicits financing only — not selection of a security vendor. The purpose of this RFQ is to obtain competitive financing quotes and identify the most favorable overall financing terms for the District.
