Description

The Consumer Financial Protection Bureau (CFPB) intends to award a firm-fixed-price Purchase Order, on a sole source basis, to William S. Hein & Co., Inc., 2350 North Forest Road, Getzville, NY 14068. The Purchase Order is for an enterprise subscription to the HeinOnline U.S. Core+ for Government electronic database. The subscription will have a 12-month base period, November 16, 2026 through November 15, 2027, and three 12-month option periods. The CFPB will use simplified acquisition procedures under Revolutionary FAR Overhaul (RFO) Federal Acquisition Regulation (FAR) Part 13. The authority for this sole source action is RFO FAR 13.101(b). The anticipated award date is by November 16, 2026. William S. Hein & Co., Inc. is the only publisher of HeinOnline and holds the exclusive rights to its content and platform. The CFPB needs complete, true-to-print, image-based historical coverage of the U.S. Statutes at Large, U.S. Code, Federal Register, Code of Federal Regulations, and Congressional Record, together with the law journal, treatise, and case law content in the U.S. Core+ for Government collection. This action is at or below the simplified acquisition threshold. This notice is the solicitation for this requirement. It is posted to SAM.gov and permits the public to respond electronically, under RFO FAR 5.101(b)(1)(i). The CFPB intends to award to William S. Hein & Co., Inc. Any firm that believes it can meet this requirement may submit a capability statement or quote to patrick.sisk@cfpb.gov by Tuesday, November 10, 2026, at 12:00 p.m. Eastern Time. A response must show clearly that the firm can provide this requirement, including written authorization from William S. Hein & Co., Inc. to resell HeinOnline, if applicable. The CFPB will consider all responses received by the response date. A decision not to compete this requirement is solely within the discretion of the Government. No phone calls, please.
