(This is not a Request for Quotations; this is for market research purposes Sources Sought only) The Architect of the Capitol (AOC) requires the establishment of a contract to support the Capitol Power Plant�s acquisition of Renewable Energy Certificates. The resulting contract shall consist of one (1) base year and four (4) one-year option periods. This requirement shall be solicited and awarded as a firm-fixed-price contract. 1.0 General. Renewable Energy Credits 1.1 Short Description. The AOC is requesting proposals for the supply of Renewable Energy Credits (RECs) for various electrical accounts. The contract will have a base year and four (4) option years and will be priced per the total megawatt hours requested by AOC. Contractor shall supply the full REC requirement by the due date for deliveries for the base year and if exercised the option years. 1.2 Background. The Architect of the Capitol (AOC) manages approximately 18.4 million square feet of building space in over 50 buildings and 570 acres of land. The AOC has been directed by the Energy Independence and Security Act (EISA) of 2007 to continue to develop, update and implement cost effective energy comprehensive energy management and water conservation plans for all facilities administered by Congress to meet energy performance requirements for Federal buildings. In prior fiscal years, the AOC purchased RECs as a percentage of the energy procurement through the General Services Administration (GSA) contract. These REC purchases ensured that AOC complied with the EISA 2007 requirement of 7.5% of building energy being from renewable energy. The AOC would like to continue complying with EISA 2007. The GSA energy supply contract no longer contains a REC component so AOC must take action to purchase RECs separate from GSA. 1.3 Objectives.
