This is not a solicitation for a Request for Proposal (RFP) or a commitment, implied or otherwise, that Customs and Border Protection (CBP), Office of Professional Responsibility (OPR), will take procurement action in this matter. No reimbursement will be made for any costs associated with providing information in response to this posting. The purpose of this notification is to inform industry of the Government's intent and to gain knowledge of other potentially qualified sources. The CBP Office of Professional Responsibility (OPR) intends to issue a sole-source, Firm-Fixed-Price Purchase Order to OPSEC SECURITY INC, located at 1857 COLONIAL VILLAGE LN, LANCASTER, PA 17601-6702; UEI Y1KQH3MMQPW5. This action falls under the authority of Revolutionary Federal Acquisition Regulation (FAR) Overhaul (RFO) FAR 6.103-1[1] , "Only one responsible source and no other supplies or services will satisfy agency requirements." The applicable NAICS code is 326130, Laminated Plastics Plate, Sheet (Except Packaging), And Shape Manufacturing, with a Product Service Code (PSC) of 9330, Plastics Fabricated Materials. Brief Description of the Acquisition Requirement: The Government requires high-security holographic overlay laminate for credentials. Every credential issued consists of two (2) pouches: Pouch A and Pouch B. Pouch A is constructed of a see-through holographic security laminate specially designed to CBP/DHS credential dimensions and contains DHS- specific holograms embedded with a DHS seal inlay. Pouch B is constructed of see-through holographic security laminate specially designed to CBP/DHS credential dimensions and contains DHS official seals and acronyms. The required pouches are highly unique, proprietary, high-security, holographic overlay laminate pouch sets.
