Description
The City of Monterey ("City") is requesting proposals from qualified firms with professional experience in municipal public finance and financing district advisory services to assist the City in evaluating, and potentially forming, a special purpose Tax Increment Financing ("TIF") district, such as an Enhanced Infrastructure Financing District ("EIFD"), to help fund critical public infrastructure while facilitating economic development. This solicitation supersedes and replaces the Request for Proposals issued July 15, 2026, which has been cancelled. Firms that responded to the prior solicitation are eligible and encouraged to respond; a new proposal must be submitted. In response to market feedback, the City has extended the proposal period, expanded the project background, and added a written question-and-answer period.
