This notice does not constitute a Request for Proposal (RFP), Invitation for Bid (IFB), or Request for Quotation (RFQ), and it is not to be construed as a commitment by the Government to enter into a contract. The purpose of this notice is to: Identify commercial vendors capable of meeting Norfolk Naval Shipyard�s (NNSY) rigorous waterfront sanitary and physical security requirements. Solicit a Rough Order of Magnitude (ROM) cost estimate to assist the Navy with budgetary planning and acquisition strategy analysis. Validate vendor capability to meet a firm delivery date of December 1, 2026, assuming a contract award by November 25, 2026. 2.0 REQUIREMENT SUMMARY The Government has a commercial requirement for the rental, delivery, continuous maintenance, and ultimate removal of the following temporary facilities located down on the NNSY waterfront: Equipment / Facility Type Qty Key Technical Specifications Non-ADA Commercial Restroom Trailers 3 Minimum of five (5) private stalls per trailer, divided sections (female: min 3 stalls/2 sinks; male: min 2 stalls/3 urinals/1 sink), climate-controlled (HVAC), hot/cold running water, and tow-hitch mobile.
