REQUEST FOR QUOTE Upgrade of Infectious Hematopoietic Necrosis Virus (IHNV) Genotyping Program, Seattle, WA INTRODUCTION This is a solicitation for commercial items prepared in accordance with the format in Revolutionary FAR Overhaul (RFO) Part 12 as supplemented with additional information included in this notice. SMALL BUSINESS SET-ASIDE DESCRIPTION The US Geological Survey (USGS), Western Fisheries Research Center (WFRC), requires services for the upgrade of the Infectious Hematopoietic Necrosis Virus (IHNV) genotyping program as described in the attached Statement of Work (SOW). The USGS requires a base year and one option year. RELEVANT INFORMATION The North American Industry Classification System (NAICS) code 541990 All other Scientific and Professional Services and associated size standard $19.5 million applies to this announcement, along with Product Service Code B516 Special Studies/Analysis - Animal/Fisheries. Most services may be performed remotely from the contractor's location and occasionally at the USGS WFRC located at 66505 N.E. 65th Street, Seattle, WA. SUBMISSION OF QUOTES Quotes shall only be accepted through electronic mail addressed to the Contracting Officer at elizabeth_adam@ios.doi.gov. All quote documents required by this solicitation must be uploaded and received in their entirety no later than Tuesday, September 8, 2026, at 10:00am Pacific Time. Quotes submitted by hardcopy or any web portal shall not be accepted or considered EVALUATION OF QUOTES Quotes will be evaluated by Tradeoff. Evaluation factors include Experience, Technical Capability, Past Performance, and Price. See Provision 52.212-2 herein for detailed information.
