<p><span style="color: #000000">The City of Moreno Valley is seeking one qualified environmental consultant to perform a one-time, project-specific CEQA review and environmental clearance for the City Yard facility. The consultant will evaluate the entire site, confirm the project description with City staff, review existing materials, conduct site reconnaissance, determine the appropriate CEQA documentation pathway, prepare all required environmental documents and technical studies, assist with agency, tribal, and public coordination, support public meetings and hearings, respond to comments, and provide all final CEQA documents, notices, findings, mitigation measures, and related files in City-approved formats. The work will be performed under a project-specific professional services agreement after City approval and Notice to Proceed, with no guarantee of future or on-call work, and proposals will be subject to disclosure under the California Public Records Act. </span></p> <p>The bidder is solely responsible for on time submission of their electronic bid. The City will only consider bids that have been transmitted successfully and have been issued an ebid confirmation number with a time stamp from the Bid Management System indicating that the bid was submitted successfully. Transmission of bids by any other means will not be accepted. Bidder shall be solely responsible for informing itself with respect to the proper utilization of the bid management system, for ensuring the capability of their computer system to upload the required documents, and for the stability of their internet service. Failure of the bidder to successfully submit an electronic bid shall be at the bidder's sole risk and no relief will be given for late and/or improperly submitted bids.
