Addendum #1 is issued to modify, clarify, explain or correct the original solicitation and to answer questions and is hereby made part of RFP# 120C-26F. The City of Irving, Texas (the “City”) is seeking proposals from experienced, mission-aligned nonprofit organizations to serve as the Qualified Operator (“Proposer” or “Operator”) of a new, City-owned, non-congregate domestic violence shelter (the “DV Shelter”). The City intends to construct the DV Shelter on City-owned property using a combination of HOME-American Rescue Plan (HOME-ARP), Federal Community Project, and City of Irving General Fund sources. The selected Operator will provide input on the design of the facility, fundraise for operational expenses, lease and operate the DV Shelter during a 15-year federal compliance period, and ultimately take fee simple ownership of the property subject to a continuing-use restrictive covenant. This solicitation requires mandatory attendance at one of the two pre-proposal meetings. Not attending one of the two meetings in its entirety will result in a non-responsive proposal. Any questions or requests for clarification should be submitted under the questions tab in this online solicitation. The responses will be posted after consultation with the appropriate department personnel. If the responses necessitate a significant change to the specifications, an addendum will be issued. The City of Irving strongly encourages proposers to submit their response to this RFP electronically. Please call the individual listed on the RFP if you require assistance with this submittal.
