The City of Newport News (the “City” or "Owner") is seeking bids from qualified firms (the “Bidder” or “Contractor”) to furnish the goods and/or services described herein and bids will be received via the City’s e-Procurement Portal, OpenGov Procurement ( https://secure.procurenow.com/portal/nnva ), to be received no later than Thursday, October 29, 2026 at 2:00 pm (local prevailing time). The purpose of this Invitation for Bids (IFB) is to establish a Contract with a qualified Contractor to provide all labor, materials, and equipment for the construction of a new seafood market at the north end of the Seafood Industrial Park (SIP), in accordance with the specifications and requirements of this IFB. The Economic Development Authority of the City of Newport News, Virginia (EDA) will serve as the contracting entity for the project. NOTE TO BIDDERS: BE SURE TO GIVE YOURSELF ADEQUATE TIME TO SUBMIT A BID. ANY TECHNICAL DIFFICULTIES OR UNCERTAINTY WITH THE SUBMITTAL PROCESS SHALL NOT BE CAUSE FOR ACCEPTING A BID THAT WAS NOT SUBMITTED ON TIME.
