This solicitation is issued as a Request for Quotation (RFQ) and incorporates all provisions and clauses in effect through the Revolutionary FAR Overhaul (RFO). All responsible sources are invited to submit a quote. a. IMPORTANT Notices for Offerors i. Governing Regulations: This solicitation is governed by the regulations effective February 1, 2026, under Class Deviation 2026-O0028 � Revolutionary FAR Overhaul (RFO) Part 12, and DFARS 212. ii. Business Classification: This acquisition is designated as a total small business set-aside. The North American Industry Classification System (NAICS) code is 541810 - Advertising Agencies and the Product Service Code (PSC) is PSC R701 Support-Management: Advertising. The standard size for this NAICS is $25.5M. iii. System for Award Management (SAM) Registration: To be considered for an award, all offerors must have an active registration in the System for Award Management (SAM) at https://sam.gov/ iv. The contracting officer will verify the prospective awardee's representations and certifications in SAM prior to issuing an award.
