The City of Columbia is requesting Expressions of Interest from qualified individuals or firms to assist with the development of a potential capital campaign for the rehabilitation and redevelopment of the historic McKinney Community Building. The City is seeking information regarding qualifications, recommended approaches, project sequencing and timelines, potential funding opportunities, and anticipated fee structures. The City currently anticipates the work may include an initial Campaign Assessment and Planning phase followed by a longer-term Campaign Execution and Management phase. Responses may be submitted in a sealed envelope at the Purchasing Division office or uploaded electronically through this e-bidding website. Sealed responses must be delivered to the Purchasing Division, 701 E. Broadway, 5th Floor, Columbia, MO 65201, by the closing date and time. Responses received after the appointed time will be time stamped and marked as late. Late responses will not be opened and will not be considered. Sealed responses must be clearly marked “RFEOI 102/2026 – Capital Campaign Fundraising Consultant – McKinney Community Building Rehab Project.” No fax or e-mail responses shall be accepted. This RFEOI is an information-gathering and planning process and does not constitute an offer, contract, or commitment by the City to purchase services. The City may use information received through this process to refine the scope of services and determine the appropriate procurement and contracting approach. Accessibility Notice: All solicitation documents are available for public inspection at the City of Columbia Purchasing Division during normal business hours.
