**PLEASE NOTE ALL QUESTIONS WILL BE SUBMITTED BY 28 AUGUST 2026 AT 1200 EST. RESPONSES TO THOSE QUESTIONS WILL BE PROVIDED NO LATER THAN 31 AUGUST 2026 AT 1600 EST.** The Marine Corps Installations National Capital Region-Regional Contracting Office (MCINCR-RCO), on behalf of the Headquarters U.S. Marine Corps Human Resources and Organizational Management (ARH) Branch, is soliciting quotes for Professional Skills and Communications Training Seminars. The Contractor shall provide all labor, management, materials, student workbooks, personality/communication assessment licenses (e.g., DiSC, MBTI, or equivalent), and fully burdened travel necessary to deliver sixteen (16) comprehensive training seminars (eight at the Pentagon, eight at MCB Quantico, or virtually as designated) over a 12-month Period of Performance. The training curriculum consists of eight (8) core professional development modules designed to improve Federal civilian employee foundations in workplace communication, writing, conflict resolution, active listening, and collaborative relationships. This acquisition is being conducted under FAR Part 12 (Acquisition of Commercial Products and Commercial Services), resulting in a single Firm-Fixed-Price (FFP) contract awarded on a Best Value basis. The Government will evaluate quotations using a comparative assessment where non-price factors (Technical Capability and Past Performance), when combined, are significantly more important than price. The Government reserves the right to award to other than the lowest-priced quoter to secure a superior technical approach or reduced performance risk. The Government reserves the right to evaluate late quotes if determined to be in the best interest of the Government.
