Bidders are strongly encouraged to submit their proposals electronically through use of Cit-E-Bid or in person - hand delivery. Mailed Bids (i.e. USPS, FedEx, UPS), telegraphic, emails or facsimile bids will not be considered. Request for proposals may be received at the City Hall Secretary Office, 1110 Houston St., 3rd Floor, Laredo, Texas 78040 until 5:00 P.M. C.S.T. on Thursday, September 24, 2026 and all proposals received will be opened and publicly acknowledged at 10:00 AM on September 25, 2026. If hand delivered, Proposals are to be submitted in a sealed envelope or box clearly marked: RFP 2026-083 - SOUTH LAREDO TRANSPORTATION PLANNING STUDY.
