Emergency Storm Debris Management. This document provides standard boilerplate Request for Proposal (RFP) templates tailored specifically for the City of Edmond, Oklahoma. Pursuant to federal guidelines (FEMA 325/PAPPG), the scopes of work for Debris Hauling & Disposal and Debris Monitoring Services are strictly separated to maintain statutory compliance and preserve eligibility for Public Assistance reimbursements. IMPORTANT COMPLIANCE NOTE: FEMA guidelines strictly prohibit a single vendor from providing both hauling and monitoring services on the same disaster event. The City of Edmond must issue these solicitations as separate procurement actions, and cross-proposal selection is prohibited.
