Description
This notice of intent is NOT a request for competitive proposals. The Government intends to negotiate with only one source, LinQuest Corporation, for the continuation of Systems Engineering, Integration, and Test (SEIT) support pursuant to RFO 6.103-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The contemplated action will extend the period of performance of the current CPIF contract for an anticipated 12-months and four 3-month option periods, for a potential total extension of 24 months if all options are exercised. The requirement anticipates a level of effort equivalent to approximately 380 FTEs providing continued SEIT support across the MSEIT mission areas described below. Exercise of any option is subject to the Government's requirements, availability of funds, and applicable contractual and statutory authority. The Government intends to extend the period of performance of the existing CPIF MSEIT contract with LinQuest Corporation to maintain continuity of critical SEIT support while the Government completes its follow-on acquisition activities. The Government has determined that transitioning this interim requirement to another source would result in substantial duplication of cost and/or unacceptable delays in fulfilling the agency's requirements. This determination is subject to consideration of any timely responses received as a result of this notice. The purpose of this acquisition for the Space Systems Command (SSC) Military Communications & Position, Navigation, and Timing (MilComm & PNT) Directorate (SSC/CG) is to provide Systems Engineering, Integration and Test (SEIT) support under the Military Communications SEIT (MSEIT) program.
