USCGC Seneca OEM Tow Line This synopsis/ solicitation is issued pursuant to FAR 13.106-1(b), and the resultant purchase order will be awarded on a firm-fixed price basis using simplified acquisition procedures in accordance with FAR 13. This requirement is of an unusual and compelling urgency in accordance with FAR 13.106-1(b)(1). Specifically, this acquisition is for a critical on-board tow line to replace an existing unit that was damaged and rendered unusable during operations on the previous patrol. Under safety and readiness regulations, the absence of this equipment immediately renders the vessel Not Mission Capable (NMC) and restricts it from sailing. Delay in award would result in unacceptable risk to government operations by causing prolonged, critical vessel downtime and preventing the execution of scheduled national security missions. This requirement includes a brand-name only materials and/or services as outlined in the attached Statement of Work (SOW) and Specifications. Due to compatibility, standardization, and lifecycle support considerations, only Samson Rope Technologies, LLC�s products or services are acceptable for this requirement. Substitutions will not be considered. This restriction is supported by a Justification for Other Than Full and Open Competition (JOTFOC) in accordance with FAR 12.102(a) and FAR Class Deviation 25-21 for FAR Part 12. To ensure warranty compliance, safety, and proper integration with existing systems, only authorized vendors of Samson Rope Technologies, LLC. may provide supplies under this requirement Only authorized vendors of Samson Rope Technologies, LLC. may provide parts, labor, or services under this requirement. To expedite the evaluation and award process, offerors are highly encouraged to submit proof of authorized source status, such as a valid Letter of Authorization (LOA) from the Original Equipment Manufacturer (OEM), with their initial quotation.
