The purpose of this Amendment is to: Attachment 7 - DoD SAFE Instructions: All proposal submissions must be made exclusively through the DoD SAFE portal in accordance with the procedures detailed in this attachment. Effective upon the posting of this amendment, submissions made via standard email will not be accepted or evaluated. Attachment 8 - Solicitation Clarifications 2026.09.29: This document provides the Government's final and definitive responses to key industry questions. All offerors are required to review this attachment in its entirety. Attachment 9 - Industry Questions 2026.09.29 UPDATED: This document has bold and highlighted areas that were updated. UPDATE (2026-09-25): Amendment 0002 is posted. The purpose of this Amendment is to: Extend the solicitation closing date from September 24, 2026 to October 7, 2026, at 10:00 AM (CST). Increase the maximum page limit for Volume II - Technical Proposal from twenty-five (25) pages to thirty-five (35) pages. Eliminate the requirement for offerors to submit redacted versions of proposal documents. Remove "Subfactor 6: Annex - Mission-Essential Contractor Services Plan" from the Addendum to FAR 52.212-1. Offerors are still required to submit this plan as part of their proposal package; however, it will not be formally evaluated as a rated subfactor. Amend the Addendum to FAR 52.212-2, Subfactor 3: Phase-in, to state that office space in Building 4819 will be provided by the Government at no cost to the contractor, and to remove the requirement for the procurement and establishment of a contractor-furnished building. This amendment formally supersedes all prior guidance, instructions, and Q&A responses contained in Amendment 0001 regarding redacted documents, the Mission-Essential Contractor Services Plan, and the contractor-furnished building requirements.
