Description

The City requests qualifications and proposals from qualified professional traffic engineering firms to prepare a comprehensive, citywide program of Engineering and Traffic Surveys (“E&TS”) for 303 City-designated arterial and collector roadway locations. The primary purpose of the project is to establish current, legally defensible, posted speed limits and provide the documentation necessary to support radar, laser, and other electronic speed enforcement by authorized law enforcement agencies. The selected Consultant shall collect and analyze prevailing-speed, roadway, traffic, collision, and roadside-condition information in accordance with the California Vehicle Code (“CVC”), the current California Manual on Uniform Traffic Control Devices (“California MUTCD”), and other applicable requirements in effect when the work is performed. The Consultant shall recommend a posted speed limit for each study segment, document the basis for each recommendation, and specifically document any deviation from the measured 85th-percentile speed.

Because the Consultant will already be deploying equipment and conducting field reconnaissance for the E&TS program, the City also requires supporting Average Daily Traffic (“ADT”), vehicle-classification, Traffic Index (“TI”), geographic information system (“GIS”), and searchable database deliverables. These supplemental tasks shall be performed in a manner that supports, and does not delay or dilute, completion of the E&TS program. This RFQ/RFP contains the information and documents necessary to prepare and submit a responsive proposal. Proposers are responsible for complying with all requirements identified herein. By submitting a finished proposal packet, the Proposer represents that it has thoroughly examined and become familiar with the work required within this proposal and that it is capable of supplying a product to achieve the City’s objectives.
