The Facilities Construction R&A East CMT of the United States Postal Service is soliciting proposals for a Pavement & Retaining Wall Repair project, at the United States Postal Service owned Ciales MPO 25 Carrera 149, Ciales, PR 00638-9998, Arecibo County. Please see attached Summary of Work. The estimated cost of the work is between $2,000,000 and $3,000,000; with construction completion no later than three hundred sixty-five (365) calendar days after receipt of the Notice to Proceed. The solicitation will open August 7, 2026 on USPS eSourcing Coupa (see How to Participate below) and close on September 8, 2026. A pre-proposal meeting for this project will be held on August 17, 2026 at 10:00am, (local time) on site. Attendance is not mandatory but is strongly recommended. The Postal Service bases contract award decisions on best value. The Postal Service is more concerned with making an award at the lowest overall price than with obtaining superior technical or management features. However, the Postal Service may not necessarily make an award at the lowest price to achieve small price savings if better value can be achieved with superior technical or management features.
