ISBEE Set-Aside � 24/7 Telebehavioral Health Emergency Department Support Services Solicitation No. 75H70627R00006 This is a combined synopsis/solicitation for commercial services prepared in accordance with FAR Part 12, as supplemented by the attached solicitation documents. This announcement and its attachments constitute the solicitation. Proposals are requested, and a separate written solicitation will not be issued. Solicitation No. 75H70627R00006 is issued as a Request for Proposals (RFP) for 24/7 Telebehavioral Health Emergency Department Support Services. The Great Plains Area Indian Health Service (IHS) seeks a contractor to provide non-personal, synchronous audio-video telebehavioral health services 24 hours per day, seven days per week, including weekends and federal holidays. Initial supported Emergency Departments are Pine Ridge, Rosebud, and Eagle Butte in South Dakota, and Fort Yates and Belcourt in North Dakota. Services include crisis behavioral health assessment, suicide-risk evaluation, safety planning, crisis intervention, placement assistance, interpreter-access coordination, and medication-stabilization consultation by qualified prescribing providers when clinically indicated. The contractor shall furnish qualified licensed personnel, staffing management, backup and surge coverage, credentialing support, and other contractor-furnished resources necessary to perform the Performance Work Statement (PWS) and applicable task orders. This acquisition is set aside exclusively for Indian Small Business Economic Enterprises (ISBEEs). The assigned NAICS code is 621112, Offices of Physicians, Mental Health Specialists, with a small business size standard of $13.5 million. Offerors shall satisfy the eligibility and representation requirements in the solicitation and submit the completed IHS Indian Economic Enterprise Representation form with their proposals.
