Description
The City of Newport News (the “City”) is seeking proposals from qualified firms (the “Offeror” or “Contractor”) to furnish the services described herein and proposals will be received via the City’s e-Procurement Portal, OpenGov Procurement ( https://secure.procurenow.com/portal/nnva ), to be received no later than Wednesday, September 16, 2026 at 2:00 pm (local prevailing time). The purpose of this Request for Proposals (RFP) is to solicit proposals from qualified Offerors to develop a Central Services Cost Allocation Plan (CAP) to meet the requirements of applicable federal and state grantor agencies, a Citywide Full Cost Allocation Plan to meet the internal needs of the City, and an indirect cost rate calculation. The plans will be used for reimbursement of costs of providing support services to federal and state grant-funded and cost-sharing programs, for charging enterprise funds for services provided by the General Fund, as well as in the determination of the full costs of departments providing user fee related services. Additionally, it will be used for obtaining management information as it relates to how the agency carries out its programs. The Central Services Cost Allocation Plan, in accordance with 2 CFR Part 200, is required for certain state and federal reimbursements.
